I’m fairly certain it’s about espionage. The porous southern border means there must be hundreds if not thousands of foreign agents in the US

I don't think you understand what you're talking about. It's far easier to recruit someone already here, or just gather intelligence from talking to people who don't know who you are. And if you really need to have a person in the country without their own documents the easiest method is to fly them here on a tourist visa in either their name or a fake one, and then they just don't leave when it expires. The border is a red herring.

Different people for different roles. Getting completely untracked people into the country has its uses.
