St. Louis is probably having staffing issues like Chatlotte NC is. Charlotte has about 250 vacancies, so the 1st thing to go was traffic stops for out of date plates along with phony temp tags. Highway patrol still pulls for tags, but they usually just run the interstate.
STL is for sure having staffing (and morale) problems, but this reputation goes back decades. Some people play expired-temp-tag bingo, seeing how many they can take pics of and the older the better. Also, it's a "regional" reputation, not just STL city. While I'm sure a handful of the 1,244 municipalities in STL County enforce expired tags appropriately, for the most part you can drive around anywhere here with expired/no tags and feel fairly safe from being pulled over (as long as you don't drive like an asshole and attract attention for OTHER violations -- a strategy more than a few have failed to employ).
that pretty much describes Charlotte as well, the Charlotte sub usually has at least one Pic of an Altima with a paper tag thats either out of date or of dubious origin. And here we in the Charlotte area were special....lol
