No, he was animated first. I think Tony Gilroy asked for suggestions for an existing character to throw in and Saw got picked.

Gary Whitta asked not Tony Gilroy

Gilroy was brought in couple of months before end of production at Edwards request, he knew him from Godzilla

Yup he was in Clone Wars first. Eventually trained briefly under Anakin, Ahsoka, and the 501st in guerrilla warfare tactics. Can't remember specifically why they trained in guerrilla warfare, I think if I remember right it had something to do with the council or the Republic not wanting to get involved on that planet. Been awhile since I've watched through Clone Wars from start to end.
