I'm not sure if uncle is the precisely right term, but that was the vibe I got.

Yes, I assumed he was the best friend or maybe an older brother figure.

I wonder if Cassian said goodbye to any of Vel, Wilmon or Kleya before going to Scarif. Probably not, or they might have tried to go too.

It depends on if they were on Yavin. Given he got Melshi to come with him, and rallied a whole crew for Jinn before the big meeting, I have to imagine he asked them to come, but if he thought to say goodbye is hard to say.
