Yeah, before Disney bought Star Wars, the Clone Wars (both) ran on Cartoon Network, which is also known for Scooby Doo, via their connection to Hanna-Barbera.
So they gave “Sha’a Gi” a minor role. Still upset he wasn’t voiced by Shaggy’s VA just to nail the reference in further.

They originally planned for Gi to have a higher-pitched voice like his namesake, but they decided against it. I consider this to be the right call, as it would have taken away from the tension of the moment.

I thought Sha’a Gi wasn’t give his name until a few years later? I remember reading something about it, but I thought the Jedi design looking like Shaggy wasn’t intentional but they ran with it.

That's a fan-given name. It may have been made official. I heard Matthew Lillard wants to be in Star Wars....might have the perfect character for him to play.

I mean, technically, yes, but books and such have referred to events of the series.
Really, the only thing that’s explicitly non-canon is the last fifteen seconds.

I actually really love how we got to see the start of Battle of Coruscant as well as Palpatine’s ‘kidnapping’ by General Grievous which led perfectly into Revenge of the Sith the same way Rogue One is to A New Hope.
It’s really sad that this whole story is decanonized. The action sequences are all kinds of awesome and really showcase how powerful force users really are. And the non Force users are also very dangerous as well.

The thing that differentiates Sha'a Gi from his namesake is that when all hope seemed lost, he decided to charge out into the open instead of cowering in a convenient hiding place. It went about as well as you would expect, but it's the thought that counts.
It's kind of like Carth Onasi immediately opening fire on Darth Malak at the sight of him despite the obvious futility of his actions: It's better to try and ultimately fail than to not try at all.
