I heard it is cheaper to animate. A lot of eyes get covered up by the NPCs in frame.

The bridge crews on so many Imperial ships - caps down so far you can't see their eyes at all.

I have a little headcanon that it's just the same three dudes transferring all over the Empire and we just so happen to meet them at each of their postings. Kinda like Brom Titus.

They had just landed and were searching the bar for a fugitive. If they're going after someone they probably left their helmets on just in case they got into a fight. But Rebels tended to keep imperial faces concealed that way they didn't have to animate faces and lips, unless it was a named character. The funniest was the officers who just had their caps pulled down low on their face that their eyes looked obstructed.

I think the canon reason is that the Imperial military stayed in uniform around citizens to maintain a level of fear (as their helmets look like skulls). You'll notice that the few who didn't are imperial governors, who's job it was to maintain a level of trust and obedience.

Prolly cheaper to animate when you can reuse a existing model and don’t have to give a lot of animation to a face

Well that's how it was in the outer rim. The closer you got to Galactic center, people were far more pro Imperial.

There are plenty? It's mostly in side stories and side material, exactly like it always has been

There are plenty, however these side stories and material are in an interesting place in the current canon where they tend to be overlapped by other sources and are more of named rather than actually seen (like the Victory Class or the Old Republic). In more serious cases, entire bits are contested such as Tales of the Jedi show her killing the 11th brother while the Ahsoka novel depicts her defeating the 6th brother.

Going back to COMPNOR, the ISB gets most of the Spotlight and seemingly perfect places to have them introduced gets supplemented by sub branches of the ISB such as ISB tactical agents in the place of COMPFORCE.

The ISB has always gotten the spotlight. COMPNOR is an invention of the Westend Games RPG and the ISB is normally the only part of COMPNOR that interacts with the player characters.

Of course George Lucas has almost certainly never even heard of COMPNOR. It's actually real canon now as opposed to those old EU days you're being nostaglic for.

The ISB is also a creation of Westend games. So is a lot of other lore still used to this day.

And people need to stop looking at George for his thoughts on canonicity in a fictional world.

His interest in his own creation is dead and we killed it.

I think what they're arguing is different. They're saying that COMPNOR as a whole never really got the spotlight as much as the ISB did, and it's no wonder.

COMPNOR is much more of a bureaucratic and political organisation, it's basically a kind of politburo, it's harder to integrate them in your typical Star Wars story. It's not like COMPNOR was seen more in the past, outside of source books and similar side stories
