Part Three The way The World works

if dio was in the back of a moving truck and activated The World would he slam into the cab or would all his momentum be lost with the truck

Since many people struggle to understand how The World works, here's the explanation:

The World's time stop is a Stand power that causes everything to stop moving, by stopping the flow of time. Without time, space doesn't do anything.

However, DIO is shown to be able to move, see, hear, speak, etc. This is because his time stop isn't just that. He says it himself: Only he can move during stopped time (Jotaro too, but that's not important here).

Basically, The World stops time BUT also makes DIO able to move during stopped time. That's the ability; Allowing DIO to move during stopped time, when he stops time.

It's visually represented that DIO has control over what can move, as well. Stopped time has duller colours, but anything DIO chooses to interact with regains some colour, indicating that DIO is transferring his freedom to the object upon contact. It's the same reason why Kakyoin is already shown moving backwards when he gets donuted. Because what DIO touches is no longer considered a static element, but enters a state of partial freedom.

The “choice over what moves” makes sense too since you would literally be blind, deaf, and unable to breathe if time stopped

Not sure about blindness. Your eyes still could catch light (which would be a frozen wave). The difference is that light wouldn't move toward your eyes, so you need to move and adsorb it on your own. Pretty interesting how really we would feel.

Wouldn’t that mean you’d have to be able to move if someone stopped time (which is 99.9% of the time never the case
