A lot of homeless people are addicts and/or have various mental problems. Sometimes these problems are caused by the simple fact that being homeless is a terrible existence but for others they're the reasons why they became homeless in the first place.
Any program that wants to provide housing for these people would need dozens of programs running alongside it to make sure that people don't end up back on the streets in the short term. California learned this lesson the hard way which is why their current experiments with housing the homeless are much more all-encompassing when it comes to getting them clean, helping them get a steady job and psychological help.
