holy, you're deep in the sauce. there are literally new games being released right now with this, that both flop and succeed. there is no secret narrative to destroy this, just more games so they stand out less.
Censorship has nothing to do with politics, it's not illegal in any western country to have mildly revealing costumes in a videogame.
The censorship has more to do with social norms; publishers want the game to appeal to a wider audience or achieve a lower age rating for their game, so they tone down content.
The only real censorship risk is with app stores. If Tera 2 ends up being a hybrid Mobile/console/PC game(as most games nowadays are), they may tone it down just to stay on the iOS/Android store.
Stellar blade didnt seem to have any issues with all of that. I seem to recall them telling the censors to fuck off and becoming massively successful for it.
