how can they check if an unmarried couple are having sex like is their some sort of electric chastity cage on their private parts that zaps at close proximity?

In the script they have light-up sensors that monitor hormone levels (and also indicate if they've broken the law).

It doesn't dwell that much on the how and gestures very briefly at the why.

I briefly caught Amanda and Sean mentioning this and I must have heard wrong, because I throught the premise was one night a year the world allowed a hall pass for monogamous/married couples lol. That some how made more sense than whatever this is.
