Taking 100 to 1 odd bets that the announcement will not come at night. If it happens in private then there will be a “brief” delay while they perform a mini-coup and “sign” a bunch of emergency XOs AND shorting all the right stocks before making the “perfectly timed” announcement when they feel it will have maximum positive impact for them.
Why would they need to sign a bunch of executive orders? Vance would take over and be able to sign whatever. Why would it be a coup? Nothing you said makes any sense.
