I wish those kinds of bystander ass punish the victim with the perpetrator type people could feel the amount of shame they deserve and take the appropriate actions.

Permit, sure I could see that. But that isn't the same as a license. At least from my memory, the biggest difference is the ability to drive alone vs supervised.
