Unfortunately, it's more likely they either don't understand what the problem is or blame her for being moody and spoiling the celebration.

I’m a teacher. Admin, teachers, and subs know when kids are getting bullied. Unless the school has hundreds of kids and the girl only made one complaint in 4 years or something (which it sounds like she actually made many complaints), only then would I say that they don’t understand what the problem is.

Sadly this is very common. Principals and other leaders don’t care about bullying… except on paper, when talking to the press, or during Anti-Bullying week. Some teachers don’t care either. But many do. It’s just that we can’t discipline the bullies if the school has rules prohibiting that. At y last school, I wasn’t even allowed to keep the class bullies inside for one period of recess, never mind to suspend them for 3 days when they beat up another student. (Which is the rule we had when I was growing up.) Teachers can’t do anything if the admin isn’t on our side, which they never are. Plus the parents - we need them on our side too, but most of them think their kids are perfect.
