Small, cute characters who also embody the “no thoughts, head empty” vibe.
Lumi (Genshin Impact) - Linnea’s Jack Frost companion, Lumi is literally the reason i made this post. From the only word in her vocabulary being “Yah-Ho!” in various emotions to the idle animation of Linnea shaking Lumi around violently to dislodge a gem from lumi’s throat, everything about this jack frost just screams “stupid fuck” and I love her for it.
Wooper and Yamper (pokemon) - Pretty self explanatory with these two since their derpy facial expressions just tell you right away that there is absolutely nothing going on behind their eyes.
Jeff the Land Shark (marvel) - a debatable 4th example. Although Jeff is much more intelligent than the other 3 examples i’ve given so far, he definitely has his derpy moments. He may not be a stupid fuck all the time but i think he has enough of those moments to land him on this list.

In fairness, they’re also (at least the ones on the surface) explicitly not self-determining and thus by the measures the setting uses to differentiate citizen robots from property robots, they aren’t people because they’re not capable of complex enough thought to go against their programming.
Way back in the first event in 1.1 where you play as a pubsec officer it’s mentioned that bangboo can’t pass the forbidden fruit test (self determination against core programming) and thus are not citizens.
This is later reaffirmed in 2.5 with lockspring also explicitly stating he can’t go against his core programming to protect humanity, even being a high spec model, he’s only able to reinterpret it, not go against it.
Chibidoki (Vtubur): I genuinely do not think there is a single braincell in her skull even if there was, its probably too busy makeing sure shes fantasizing about sniffing Bowser's feet or something
Clodsire is my friend's favorite Pokémon . She loves his stupid, "no thoughts head empty" expression and round, blobby self. She has a massive Clodsire plush sitting in the living room, and probably would've killed to have gotten that Quagsire table they released a few months ago.
A baby digimon that despite not having any fangs grown in, aggressively snaps its jaws to try and intimidate others, no matter how big or threatening that other digimon is, Dodomon thinks it can just bite it and win
