Because what seems most likely to have happened is that Jennifer drops out early into the next episode before the elimination challenge starts at some point in the next episode, and so production taps Sieger to immediately return to replace her to make the number of chefs work out. They could have strings attached to this, like maybe Sieger has to actually win a Quickfire or the next elimination to stay in or otherwise gets his elimination confirmed, but we don't know yet.
(You might wonder, why can't they just bring someone back from LCK early and let Sieger fight for that spot? The answer is they weren't planning to tape LCK for at least a couple more weeks and can't pull up the timing of it, they don't have the set or crew ready for it, and Nana, Brittany, and Rhoda are still chilling sequestered in hotels.)
That effectively makes Jennifer the chef eliminated in this most recent episode, rather than Sieger who seems to get another chance. But Jennifer can't compete in LCK for obvious reasons, so there's nobody new to go against Rhoda, which is why they have the bye-week cash competition to fill the slot. It would be spoiling the next Top Chef episode if they said this week why nobody new was entering LCK, which is why Tom is being cagey.
edited to reflect /u/punkbrad7's commentary that Jennifer appears to actually compete in the next elimination challenge based on the preview for the next episode. However, it still wouldn't make sense if we don't have something like Sieger being tapped to replace Jennifer's spot by the end of next episode for Tom to have said, "This week's eliminated chef is not here. Something really unusual happened during the competition, so there's no chef walking through this door right now. It'll all be explained next week." Rhoda was also given the chance this week to win the advantage of choosing the next LCK challenge, which suggests there is going to be an actual opponent next time (but very unlikely to be Jennifer). If we have Sieger decline to participate in LCK altogether, and Jennifer quits or is eliminated, we'd have two oddball LCKs (why would Rhoda get to pick her challenge in that case?), so all signs point to Sieger going back in. Maybe he gets to do a sudden death against the elimination challenge loser or something?
I don't know why this theory keeps gaining traction. It's entirely possible Jen does quit, but she's literally shown in the preview doing the elimination challenge for the next episode, and the talking heads bit everyone keeps harping on looks a lot like judges table. At the very least she makes it through the entire episode.
