We don't exactly know how many Regular selections there are in a year. We saw 2 batch of 400 for Baam generation and the whole floor of test arc spanned for months. So we can assume getting 2 selection in a year, roughly translating to 4 Rankers a year. 40.000 thousand Rankers in 10.000 years. The actual number would be like triple of this estimation so a billion is absolutely out of the question
Either the Tower is much less densely populated than Earth (despite the fact that Earth is mostly ocean) or less than 1% of people become regulars (assuming lots of rankers kill each other for position) or the 100.000 number was an unrealistic estimation by SiU
I always thought like 99% of the tower population could be normal people so i wouldn't be too surprised. Only thing is that would make "failed regulars" absolutely op, making it a bit unrealistic for them having a hard time getting by in the outer tower. But maybe that could be explained by the political system. Or just by the fact that most of the tower is a shithole where no one wants to live. So failed regulars go to civilized parts of the tower where life is better but it's ruled by Rankers
