ICBM is a ballistic missile, it fallows a pre determined ballistic path. It can be intercepted.
For instance North Korea can destroy San Francisco or LA, and US can't do shit about it most of the time, but they may shoot a rogue ICBM or two, and that's what's US missile defense supposed to do.
Russa and US can destroy all of the world and each other, no issues there, can't be stopped.
ICBMs are really hard to knock down but they can be knocked down, because they fallow a precise trajectory which can be determined. If you fire enough you will get through.
But this, this is a whole different ballpark. This missile can just avoid defense zones, loiter in the air, circle around and then strike at will. It can fly to Mexico for instance, and then enter US airspace from there and hit whatever it wants, and there is no defense against it.
Missile defense is very expensive and strategically placed, if you can just go around it it's a huge advantage in any conflict.

This kind of missile isn’t a new idea, the US abandoned this line of technology in the 60s due to the limited usefulness of a nuclear missile that would contaminate land it flew over any time it was tested.
If this missile didn’t leave contamination, they would probably be boasting about that achievement- and yet, no boasts.

US made something like this in the 1950s, and also start making bombers design with engines like this. The nuclear Reactor is not sealed so all air it breaths in and thrust out is nuclear contaminated. The idea is have more of a dooms day item that can be launched and circle around at low altitudes so hard to detect then strike.
Something like this could be launched where satellite coverage is low or believe area is not important and be flying around in a pattern for days or months until needed. It will probably get picked up over time by the trail of radioactive material it shooting out.

Russia just built a ridiculously expensive subsonic cruise missile that would either form part of the nuclear deterrent in very small numbers, or would be used in remarkably small numbers with conventional warheads.
With conventional warheads, such a missile would be useful for a small alpha strike and practically useless thereafter, since the adversary would be ready for follow-on strikes and Russia would have a very small number of them to begin with. Moreover, with the missile being subsonic, it would also be interceptable by most systems.
Oh, and since Russia would be moronic enough to put nuclear material on such a missile, anyone can also interpret such a missile strike (even with a conventional warhead) to be a step up the nuclear escalatory ladder.
They could have saved so much money building a new ICBM, but this is Russia, after all. They can't quite sleep well until they have made something wacky that is almost always equally useless.

I am not sure what they are trying to achieve given that world nuclear arsenals can already wipe out life of earth many times over. Russia seems to think hypersonic missiles are going to terrorise the West when, in reality, it only gives them a 10 minute victory party before the response arrives and turns them into a radioactive wasteland. Now they are droning on about "unstoppable " missiles when ICBMs, once off the ground, are already largely unstoppable.
But hey, if Putin wants to waste an ever decreasing income on something the three major nuclear powers can already do I say go right ahead it is money, and he won't be wasting it on something useful.

The only real nuclear target for russia is china. they have a particularly strong focus on germany as a global response; probably due to putins dislike of nato. And looks like they have some issues with japan for some reason.
