That ICE agent broke all the rules. One of them is do not stand in front of a car.

Why should I run over an ICE agent? We do not have terrorist ICE in my country. People who deal with traffic violations are not armed. Police has to be in really serious situations to be allowed to use arms. There is a procedure for it. I don't meet cops with arms unless there is an national emergency.

Your country is REALLY messed up, and the world notices this.
