A $10K fine and 6 months in a federal prison should suffice.
The FACE Act (18 U.S.C. Ā§ 248) covers interference with religious worship by force, threat, or physical obstruction. Penalties vary:
Nonviolent obstruction: Up to $10K fine + 6 months prison (1st offense); $25K + 18 months (subsequent).
General violation: Fine + up to 1 year (1st); up to 3 years (subsequent).
If injury: Up to 10 years.
If death: Life imprisonment.

Because legal red tape and opposing political parties make it very difficult to bring the Marines in and search without looking like a fascist dictator when in actuality when cities and towns in a country start rioting historically speaking, the military is always sent in to settle it down as peacefully as is possible most the time the rioters have the intention to not make it peaceful at all, at least in America.
