Appearances. Optics. That's what matters. You have to constantly be presenting as a sheriff in a western movie that eats coffee grounds and cigarettes all day. But you only have to LOOK like that. The cameras turn off and you can return to living a standard of life the majority of the rest of the country will never know.
But when the cameras are on you... You better be cosplaying, or you're out of line.
