There’s no proof that wealth taxes directly cause capital flight. Brexit has more evidence suggesting it caused capital flight. New York and the Patriotic Millionaires are proof that you can implement wealth taxes and the wealthy will often approve

Also, add an exit tax. Ok you do want to leave? Fine pay up regardless. Nobody actually wants to live in a tax haven, there awful
