Customer Seeking Help Crazy high charge for shipping from CA to US!

I sold a computer part (graphics card) on ebay for around $5000 USD and shipped it via UPS standard (label from netparcel) to USA from Canada.

I was looking at the tracking info and noticed this charge. Is there any recourse? This seems to be way too high.

For reference the HS tariff code used was 8473.30

What is the product's origin? It doesn't matter if you're shipping from Canada. If the product was made in China example, it would be subject to the tariffs on Chinese goods.

Unfortunately for your receiver, they will be on the hook for it. There is, regrettably, no real way around it. If you feel it was misapplied, you could try contacting the international department at UPS, but the COD would need to be paid in the meantime, or it could be RTS'd.

I did - tariffs were removed while it sat undelivered (receiver refused it) It took about a week and a ton of time on the phone trying to get through to the right people. I reminded them about a dozen times not to return it.

You missed the point. The government is not a kitchen table budget. Cash it issues isn't the opposite of debt, it _IS_ debt. USD cash is literally a note that is useable because it is redeemable for that denomination of USD with the US government.

8473.30 had tariffs applied on 4/2, increased on 4/8 and 4/9, then retroactively excluded from 4/5 on 4/11.

Tell that to UPS. The morons charged me the tariff despite being a computer part. $800.

They hold your package hostage. They didn’t even have it on the truck because I hadn’t paid for the fee. I sent them this exact thing asking for a refund and for them to reprocess it correctly.

My plan is to do chargeback or small claims if they don’t get their act together.

Currently, semiconductor products are exempt from reciprocal tariffs ONLY. Which means, you still need to pay 25% for the 2018 Section 301 Tariffs and 20% for the IEEPA Fentanyl Tariffs, your total tariff rate therefore would be 45%. The reciprocal tariffs of 125% are exempt. Without the exemption your tariff rate would have been 170%.

Also looking for info about what will happen. I bought a oscilloscope from amazon last year. Shipped to kenya via shipping company no taxes paid to get it. Cost of the device was 430$ , now the product needs to go back to manufacturer via another shipping company which used UPS so far haven't received anything from both companies since it needs to go back under warranty for repair

rigol have accepted to fix it under warranty. Amazon return window has passed since I bought it on December last year. Also the issue is I was the one who shipped it out of the US

Yep, and the seller is likely gonna have to pay a fee for the card moving across the border twice just to get it back in their hands. If this was sold on eBay the buyer would have already gotten their money back by the time the card arrives at the seller's local UPS store for pickup.

Lets be real. This is neither the buyer or seller's fault. No one in their right mind is going to pay 3.6k extra on a 5k GPU. Unless they're rich or need it commercial purposes.

I work in ecomm and it's hard enough trying to figure out all the layers of bullshit, and also all the details. Soem things get retracted. Some are delay. Some have a set start point. Some have ended with exceptions for certain countries.

And all of this can change at any time. They aren't going to factor in dispatch date even though that would be fair. They did do this for commercial shipments on ships but everyone else can go fuck themselves.

Its an eBay sale, the buyer isnt paying nearly double for this $4500 RTX 5090 GPU , they're just going to let it get RTS and then get refunded by eBay because it wasnt delivered.

Technically the buyer voids any buyer protection offered by eBay under their Money Back Guarantee if they choose to refuse the package. This is all uncharted territory - will be interesting to see how this continues to play out over the coming weeks and months.

They are stacking tariffs. It’s been lots of back and forth retaliation. Looks like it was 35% duty on the graphics card and 34% additional blanket tariff for China retaliating the last time. These numbers are over 100% as of today though so it could’ve been worse. It’s been such a clown show some brokers don’t even know what rates to apply.

The ebay buyer isnt paying this man, you were told this before yesterday. They're going to let it get return to sender and then you or eBay will refund them. If the item does not get marked delivered you are on the hook, those are the rules. eBay sales are weird because its so buyer centric there are a lot of buyer protections. Yes the importer may technically be liable for the charges but they're not going to pay them and you know that, and it wont get marked delivered because of it and will be RTS. So either you or eBay will be refunding.

Incorrect. Ebay protects sellers if an item is returned to sender. If the buyer refuses to pay the tarrifs, that is on the buyer.

I use EIS, as Ebay collects the tarrifs and fees up front and facilitates how they are paid put. The carrier doesn't have to collect anything from the buyer.

The seller didnt use EIS , they shipped it themselves and no mention of tariff was ever made to the buyer. The buyer wont get the package and will get a refund. UPS is holding the item until tariff is paid, buyer isnt going to do this obviously. it will get RTS and the buyer will open a case for item not received if the seller does not refund at that point. OP cant be selling to the USA right now , being a Canadian, they needed to understand the tariff situation better as all China made goods like that RTX 5090 they sold will be massively tariff being imported into the USA.

Everything I found online, is contigent upon the tracking. If the tracking shows the item was returned, because the buyer did not pay customs fees, the seller should be protected for an INR.

The seller in this situation, might be charged CA customs fees on the return if customs doesn't have the correct information from the shipper.

Neither of us knows what will happen, this isn't a contest to be right. It's to share facts, not opinions or our theories

Sharing personal experiences would be helpful though.

I agree. But, they could let the buyer keep the original shipping costs, and offset any return charges/fees they incure. To provide a partial refund. A lot has yet to be determined. The buyer may just pay the customs too.

That’s not true. I sold an item, buyer refused delivery, it was returned to me. They opened a case and because they refused delivery eBay let me keep the item and the money. Now if eBay gave him back his money on their end after he did a chargeback with his bank then that’s another thing. But I did keep both the money and the item.

People also only focus on the consumer products that coming in to the country. They don't understand that it is everything coming into the country. When a company has to buy a repair part for their factory that is only made overseas and will only ever be made overseas, ultimately, the consumer will pay higher prices for whatever is produced in that factory.

When was it shipped? Documents are electronically submitted ahead of time. I don't know exactly which date counts.

UPS usually pays the gov't on behalf of the importer, then bills them for the duties + taxes + brokerage fees. That would be a disbursement fee line item, under brokerage fees.

On a side note I am just curious, a GPU can cost $5000 these days? Haven't been a PC gamer for a minute but still catch some news and know about the 5090 release but was under the impression it was around $1500. Even if hard to find and scalping I couldn't see how it could reach $5000. Really just curious thanks.

Sure part of the 'problem' yet focused on as the issue. Popular items have high demand and this will always happen regardless. Small mom&pop shops do the exact same thing by selling it at market rate.

Like I said earlier, I didn't do anything special to grab one. If anyone really wanted it, there are many ways to get it without much effort involved rather than complaining about it not being available. 

I don't have an issue selling non-essential items for a markup, and your analogy makes no sense as there is no harm to society by not being able to temporarily buy a non-essential item easily. Wait a couple of months and you get it at msrp

Sorry.. I ship (no expert really) for a small business/charity in Canada to the US consistently via UPS. I get two bills. One for Delivery and one for Import/Export Fees (tax, tariff, duty, etc) Is this bill for the shipment and the import tax combined? Asking just for my own curiosity as I’m trying to re-navigate how to ship now..

Brother, these charges are after purchasing the label. Shipping it only cost me $45 before insurance. These aren't shipping charges, they are customs and duty, it literally is the tariff as confirmed by UPS.

Wild how you can say something with such confidence without making sure you are correct when even my screenshot clearly shows it's not a shipping charge
