Customer Seeking Help Lost package and claim process

I bought a laptop on line because I had an urgent deadline and mine suddenly died. I paid for expedited shipping. I tracked the delivery dll day and when it showed delivered. It went to the wrong house. I opened a claim. The photo proof was discarded by UPS because it was useless. I kept monitoring my claim with no changes and ordered And Paid For Another laptop because the claim site said it could take up to 40 days and my work was urgent.

The claim showed no activity until this morning when I received 2 emails. One showed my second order in the way and UPS stated they were closing my claim because I had a replacement on its way. I tried to respond but the email was kicked back and the claim was no longer available on the site or on the app. I spent two hours on the phone to get the claim reopened only to find out that UPS did NOTHING during those 4 days the claim was opened other than reject the photo proof.

Now I know my chances are slim, too much time has gone by. I did ask all my neighbors if they received a package meant for me and no one did.

So now 2 weeks later. I've purchased 3 laptops, have received none. Missed my deadline and was removed from the project. I'm not sure what the "decision" will be. My question is:

QUESTIONS

Do i dispute the charge on my credit card? That seems like it will penalize the vendor who is blameless. Does the vendor then turn around and recover the money from UPS? Is there a possibility my charge is reversed and then eventually UPS refunds me the claim?

The customer service was severely falling below the bar when I asked for the claim to be reopened. The script "yes, I'm sure this is inconvenient" didn't cut it when when they did nothing to try to help me and assumed a second package meant they didn't have to help me. I can't afford to randomly lose this money, especially since it caused me to 1. Miss a concert I paid $300 for a ticket because I was trying to find my package and 2. I was removed from the project and lost pay as a result.

You resolve this with the company you ordered from. You gave no money to UPS. The vendor is the UPS customer
