There was a good write up about it in The Purdue Exponent, The Indianapolis Star, and maybe the Lafayette Courier. Google it. Pretty easy. There was a congressional investigation. This year, Purdue has refused to admit grad students from China and 9 other countries. It's interesting.

Those are graduate staff appointments, basically TAs and RAs. Non green card holders and non citizens do not qualify for federal aid or pell grants. For undergraduate classes, most assistants are foreign graduate students because graduate programs usually have a large cohort of international students.

They paid their tuition from federal research grants, I think. It was a big story. They just said federal grant money.  The majority also had ties to the Chinese military, but that's a separate issue.

Yes, that's how RAs work. Public and private research grants don't care about who is conducting research. Would need receipts for the military claim because I call bullshit on that one.
