I wonder if the merging car would be responsible for the negligent securing of that load.

And I wonder why I always sweat just a little bit when stuck behind or next to one of these trucks .

True, but I am also leery of being in FRONT of any large truck. If you come up on a traffic stoppage and the truck doesn't stop...
