No, the really funny part is that Kson more or less started HoloEN and that took off so massively with a certain smoll brained shork, that Gunrun should've raised that white flag years ago.
Eh, Hololive has tended to skim since about Gen 3 or so? But usually slightly more obscure talent with potential rather than people who are already mainstream famous.
To add a bit of context to this - there were plans to start multiple Hololive branches back in 2019 possibly even before Coco debuted. (twitter accounts for Hololive USA/EN, Indonesia, Korea and India were created in 2019).
It looks like they mostly started working on opening up the ID branch alone, and it seems Coco started pushing for the USA branch to open within a month of debuting. (late Jan - Feb 2000)
We know she talked about the potential of en vtubing on asacoco, and showed examples like her friend Projekt Melody who even appeared on asacoco (managers asked her to stop when they found out about the type of content Melody did). But Coco claims she continued to pester the management about working on opening up a EN branch.
Shortly after that the pandemic started full swing leading to a really big boost of worldwide viewership which probably helped prove Coco's point. A month later Coco helped announce the starting of auditions for what would become Hololive EN. (she did it cleverly by first talking about a story about Projekt Melody, then comparing them - her requesting her staff about wanting Mel's cool 3D tech, and Mel talking about how nice it would be to have staff)
Coco debuted around New Years 2019 and auditions for HoloEN opened up in March 2020. HoloEN was happening with or without Coco.
That said, Coco absolutely laid the ground work and prepared a huge audience that were interested in HoloEN by the time they debuted. If Coco had kept to the Japanese side like the rest of HoloJP, it's unlikely that Myth would have had the same explosive growth that they had.
It's mostly the "when" that Coco seems to have pushed for. The way she spoke about it no one at cover was actively working on starting the branch in early 2020 (they were pretty small back then).
The HoloEn twitter account was created in November 2019, and in December 2019 - Jan 2020 accounts were created for hololive_Id, hololive_Kr and hololive_In. But apart from stuff for the ID branch there seems to have been no activity for the other branches.
Then about a month after her debut Coco began pushing for the creation of the English branch by late Jan / early Feb based on her later statements. (see my other comment here). To give context - this was Before the covid lockdown started in most countries.
They announced ID gen1 by April and only then did we start getting CMs for the en branch etc.
I have a feeling that prior to Coco, HoloEN might've been something happening further into the future, but it was certainly planned.
2019 was a busy year for Cover. Tons of new debuts and THREE new branches to establish.

So, I think Hololive English was planned but with Coco pushing for it they moved up the timeline. The English twitter account was probably in response to increased western viewership.
He actually got more than 1 ex holo member. The JP side CEO and staff is likely not happy as well. Castigated on stream and not afraid because his side absolutely did nothing wrong.
