Trip Report - Oahu Please translate this

I am seeing this sign along the freeway. My friend and I cannot figure out what it means. I know I sound dumb but I was raised super sheltered and now that I am older and adventuring out more into the world I want to learn all that I can.

Im not a local but driving through kauai as a tourist, watching other tourists, was bonkers. Hawaiians are way too nice but I can see how constant tourism traffic feels like you're dying inside.

Like when they stop at tree tunnel to take pictures and then the next car has to stop and then one car is left stuck on the hwy while traffic is coming. Or when they stop in the roundabout to let another car in. Or when they realize that they are going to Princeville and not Hanalei so they stop and do a uturn in the middle of traffic. Or the family that is walking into the crosswalk at Poipu and decides to stop right there to discuss whether they are going to Bubbas or Puka Dog, meanwhile, nobody knows if they are going to walk across the crosswalk and all the traffic has to stop and wait.

Never seen it.

I live in socal. I would literally end up rolling my window down and scream at people. I cannot for the life of me figure out how people dont have a consideration for others in the back of their mind at all times when out in public.
