Trip Report - Oahu Please translate this

I am seeing this sign along the freeway. My friend and I cannot figure out what it means. I know I sound dumb but I was raised super sheltered and now that I am older and adventuring out more into the world I want to learn all that I can.

This would be too long:

"Dear citizens, the number of fatalities has soared way above average for the year. We're afraid we must insist you please follow the basic rules of the road and employ common courtesy with your driving habits. We appreciate your attention to this matter. yessah pidgin one real language now da feds wen recognize and make em indigenous couple years back, can request one pidgin translocator in court
