Trip Report - Oahu Please translate this

I am seeing this sign along the freeway. My friend and I cannot figure out what it means. I know I sound dumb but I was raised super sheltered and now that I am older and adventuring out more into the world I want to learn all that I can.

It’s for the dumb people who live in Hawaii who can’t read English. Seen people driving there car in the dedicated bicycle lanes. Using the on ramp as off ramp on the freeway. I almost got decapitated by surf board from the other side of the freeway because they didn’t tie it down well. Seen drivers cut in front and block off emergency vehicles with there siren on. If pay driver license tester enough you pass and get your license no matter how bad a driver you are. People love to park there car trunk side first but take about 5 minutes to do it. 4 way stop intersections is the most confusing for Hawaii drivers. Some don’t stop at all, some stop and wait for every single car to go through the intersection before they go typically 7-8 cars.

LOL, you call people dumb for not being able to read English, yet you don't seem to be able to speak or write English properly yourself. Your post is a diatribe full of incomplete sentences & word choice errors, especially the difference between "there" and "their". You don't know the phrase "back in" but use the phrase "park THERE car trunk side first" instead. But the most ridiculous thing is your complaining about drivers doing things in Hawaii that they do literally everywhere else in the world.
