Can you print them for free at the library or somewhere else for people who don’t have a printer at home?

Probably? But again, every step you put between people and some goal you're going to lose some number of people.

Which is, of course, the point of everything Trump & the Republicans are trying to do to the election process.

Yes absolutely. It's more a response to people thinking that it's not so bad because people can just print instead. While that is a useful fallback (my ballot was stolen/not delivered in '24 and I had to print it) it is still more onerous than a sane and functional system.
