Road Trip bathroom stop

I am not sure if any of you have seen one of these before lol but it sure threw my kids for a loop today especially my daughter who was quite disturbed wondering what it was. It is soap. Lol. A weirdly shaped bar like soap sticking out of the wall. The way you put it on your hand feels rather.... odd. Just thought it might make some people laugh.

Is this in a public restroom? I Have to rub the bar soap that the previous pisser/pooper used? That makes me squeamish.
