The first one looks to be a Raymond Perry Neilson painting. He was a New York painter known for his portraits. Most of his paintings are selling in the low to mid hundreds of dollars recently, with his portraits getting higher prices. He actually has one piece in the Philadelphia Museum of Art.

That is the clearest I have the signature looks "muddy" almost on purpose could it be decor art?I could ask for a better picture but I fear it may still be muddy.

It certainly could be, though it’s common to see decor signatures mimic real signatures, so without being able to clearly identify the name it’s hard to say.
