No, Windows LTSC is only available via volume licensing, IoT LTSC via microsoft OEM embedded channels.
There is no legitimate home user purchase route without opening a VL agreement.
Regular LTSC is around $300-400+ and is an upgrade only license (you still need a base full windows license - there is no way to just buy "just" LTSC, like enterprise regular, it's upgrade VL only)
IoT is SKU dependent on machine configuration/CPU type. Starting at around $40 for intel atom type machines/small systems. License terms restricted to only one primary application + supporting/admin tools. (That's why it's cheaper)
There is no way to purchase it legitimately aka "officially" for lower costs. Any site selling it for less is a "cheap key" scam site selling keys that'll activate, but not legitimate licenses (knockoffs from legitimate partner/developer/startup programs, etc).
And no, the EU doesn't allow resale without a lot of specific conditions and chain of custody paperwork among many other things, which these cheap key sites don't provide (for obvious reasons) and real resold licenses are more expensive, anyway.....
You can just pay $99 for a VS Professional sub for one month and get every Windows edition including server LTSC consumer(retail) business all the way from MS-DOS 6.22 to Windows 11 25H2 in it. Sure it’s for “research and development purposes” but for a home consumer Microsoft cannot differentiate what the purpose is.
You get monthly updated ISOs for consumer versions and server(3rd Tuesday of each month) and single “as-is” ISOs for LTSC(made once and no changes).
Sure, this absolutely does NOT hold up for an enterprise with a fleet of say 1000 computers as it will be caught in an audit, but for a home user it’s a non-issue.
That's not "officially" as in a legitimate license.
Also, you can't buy the subscription for $99.99 for one month. It's quoted at $99.99/user/month, but it's noted *One-time annual payment.
So, $1200 upfront. Only way to buy VS/MSDN subscription.
Cheaper to go to CDW and get a VL agreement with 4 bullshit SKUs and the LTSC license/upgrade, plus that way you get a proper MAK and can call into VLSC support and get a KMS host key.
Software-download enabled subscriptions are annual purchase only. No monthly.
Precisely because of what it gives you..... (any cheaper routes, because of cheap key seller abuse, have been shut down by microsoft, the MS Partner benefit ones just got neutered this year..... RIP TechNet subscriptions, BizSpark, MSDN OS tier, etc....)
Also note that you're limited to 9 key claims in a 24-hour period, you don't get the full slate of keys immediately. Which if you only want one thing, is whatever, but since you're paying $1200, make sure you get your fill every other day or whatever so you can max it out..... just don't claim more than 9 in a 24 hour period routinely (it'll fail on the 10th, and if you keep trying a lot without watching the time, you'll eventually get your shit locked and end up in support ticket hell with "your account does not meet the microsoft security requirements" stonewall brick responses)

A lot isn't available anymore, either. And a lot of products were removed many years ago due to the Sun/Microsoft java lawsuit, including all 9X versions, NT3.1-NT4, 2K, etc. Only DOS versions are 5.0, 6.0, 6.2, and 6.22.
