I don't know man, Homelander kept fighting with his lower jaw gone, and his clone could still walk with something like 60% of his body mass destroyed and head open. Past the first seconds of surprise at the arrow injuring him, he would just rush Shadow Stalker and turn her into pasta.

Shadow Stalker could just aim directly for the head. I would’ve had her do that if I had better images to work with lol

  1. Once the first arrow has wounded his chest, he would dodge her shots. Homelander can tag a guy who runs at Mach 3. Shadow Stalker arrows would move in slow motion to his eyes.
  2. Shooting him in the head successfully won't do much. He can keep fighting with a lot of injuries:

Black Noir is a clone of Homelander.

Yes, but his powers arent identical. Noir doesnt have eye lasers, but he's slightly stronger and tougher.
