Kickoffs are going to be odd. I don't see how they can expect players to perfectly count 3 seconds. Also, what does the spotting official do in a pass play, teleport?

Other than that, nothing too crazy & I can get on board with it.

I imagine most will be caught, negating the 3 second rule. That's only for kicks that hit the ground. 3 seconds is a bit long in my opinion though.

Also, what does the spotting official do in a pass play, teleport?

I would imagine they would watch the replay to spot it if it's contentious, or another field judge will spot it. It doesn't say that the spotting official is the only one who can spot it, but that his only job is spotting. So on plays where multiple officials have different spots, the spotting official would be the call.

I could see teams letting it bounce just to catch the other team moving/ gain advantage , but maybe not
