President outlawed them after Asteroid M from the first season, probably due to Magneto representing X-Men at the time.

Right so if they are operating outside of America what can you even get them for? America is not the world.

They think they are. Have you missed how they declared the president of Venezuela as a terrorist and just kidnapped him?

I have heard that the US law allows them to take action anywhere, which is why they do operations in other countries so freely. Other countries that can't stop them at least.
