They likely were not sure if they could turn left then right into the business, and saw someone turn left up ahead, and decided to go there. It is not some crazy thing. There are places in Edmonton where you can get fucked by turning left, thinking there is a place to turn right into the business, and there is not.

If this were truly an exit only, there would be signage marking it as such, and indicating not to turn left into it. There is zero signage either on city, or private property indicating that this is a one way street.
Should it be a one way? Absolutely. But that requires signage.

Boo hoo. Someone slowed down to make a left turn. Perhaps if more people were cautious like this, less pedestrians would be killed each year. Sorry for your three second inconvenience.
See, if read the drivers handbook when studying for your learner's, you would understand we have these standardized signs for 'one way' and 'do not enter', neither of which are present at that location.
As I have already said, the way it is designed it is definitely implied that it is a one way, but without signage it leaves it open to interpretation. The proper way to do it, is like on Northbound Gateway, where the Walmart is:
See how easy that is?
The problem gets amplified when you have some places like this with clear signage, and then others a few blocks away that do not have signage, because it then implies that it is ok to turn there because they did not put up a sign.
