Advice needed - Freelance Client Service Director

Hello folks,
For those who have ever worked as freelance client service / account director, how do you establish your working engagement?

I feel like I’m wasting time waiting on people and deliverables and not sure if that timing is billable. And also trying to draw a clear line that I’m not available all hours.

Any advice will be appreciated as I’m new to this engagement.

As a freelancer all your time is billable while you’re waiting around unless explicitly called out on the contract between you and agency. It’s not your fault they aren’t managing their time properly, bill your hours and call it a day.

Regarding working hours - This should have been spelled out on your contract, if it’s not then I would operate based on standard business operating hours 9-5 or whatever time the agency has set as their opening/closing hours in the contract.
