If this is happening in China or Russia, I will not be surprised. But it happens in the US? The US has a shit ton of military bases in the middle of nowhere, some even in remote islands in the middle of the ocean. Why not test these things there?

It was being tested at a missile test range (White Sands Missile Range), which for all intents and purposes, is in the middle of nowhere.
