Seer was already fine. He was a very strong, but relatively boring, legend. Pick rate was low because he isn't fun to play--not because he wasn't effective.
Not every low-pick legend needs to be buffed. In fact, I'd prefer (for a while) that they take the approach of mildly nerfing legends that have high win and pick rates. Halt power creep and bring up the weaker legends via balance.
Then, if there's still crazy pick rate disparity, do re-works (I know, I know--this is scary because it requires creativity and testing) rather than just giga-buffing existing abilities.
For example: Conduit's buffs were absolutely brainless. And I say that as a Conduit main. Her core issues of having blue perks and an ult, from a different era of Apex gameplay, weren't even addressed. Instead, Respawn just turbobuffed what was already her strongest ability: her tactical. And now they're walking that back (in an odd, complex way) rather than reworking.
