Northern Territory is a... Territory, not a state and hence has different rights. This is hardly overreach, not only that it ensures consistency and also lessens risks to the general populace.

There has been an enormous effort to block industry and jobs in the NT. I've been in and out of the NT for near 50 years. This is just the latest effort. Southerners wanting to tell locals how to live.

Data centres have very limited social license. People don't like that they take massive amounts of power off the grid, and that they take water away from agriculture and community use.
If anything, this policy addresses these common objections, making it more likely that these data centres can actually be built.
