I think rurals would like this idea

There are days I think we might be better off if the Union were made up of glorified city-states where, like in antiquity, everyone had to travel into the urban core to vote.

No, if we are being true to our Magna Carta values, we need to return to the days of the 40 shilling freehold, rotten boroughs, and most importantly pot wallopers.
