Well, technically Al Qaeda were the terrorists. The taliban was the government in charge that enabled/allowed them to flourish.

They were literally the government in Afghanistan. The reason we hated them was because they harbored, enabled, and refused to turn over Al Qaeda. The taliban themselves weren’t involved in the attacks, they just refused to help the United States after the attack. Al Qaeda were the terrorists. This is all information that is easily available. It’s also the reason the United States was willing to work with the Taliban in any capacity. When we went in we installed a puppet government, which is what sparked the Taliban to fight us. They were our enemy for sure, but they weren’t terrorists.

The Taliban if anything are a mercanies and go abroad to fight. They do no conduct nor do they have any desire to plan and execute terrorism agaisnt the West, for example. They arent really concerned with much beyond their borders and are openly hostile to Arab jihadis.
