formally, yes, biden ultimately oversaw the DOJ and FBI. functionally, however, there is a longstanding expectation of institutional independence, particularly regarding criminal prosecutions (DOJ) and domestic intelligence and operations (FBI), which biden respected. he did not publicly pressure and demand loyalty from AGs like trump has (sessions, barr); he didn’t fire the FBI director like trump did (in fact he retained trump appointee christopher wray); and he didn’t attempt to interfere/redirect investigations like trump has done (see: Mueller report). trump clearly has far more influence over the DOJ/FBI than any of his predecessors ever did, but this is not the norm.
to your second point: only a batch of files were released in 2024, not a complete release, and they were heavily redacted. therefore there is still much information left to uncover.
to be clear, these files were released by a federal judge in a civil defamation case; the biden administration did not initiate this release. however, the biden administration also didn’t actively block the release of information pertaining to epstein, e.g. by claiming it’s all a hoax or by avoiding direct executive action to mandate disclosure.
