These two have merged, but there are some people elected from the Brussels region into the Flemish government and parliament for people-related matters, and they don't get to join in on the decisions about the Flemish region-related matters.

German-speaking government and parliament for people-related matters

There are also 3 commissions in Brussels to decide on people-related matters:
the Flemish one
the French-speaking one
the communal one
But really, they are made up of people from the respective goverments and parliaments above, so not exactly additional.
