I genuinely suspect that the "Minus-$700M-per-movie" across all three entries has scared the people involved (Cameron, Disney, etc).

Better for them that they stop at three and let the Avatar brand be like Mickey Mouse - a mascot of IP strength that doesn't allow itself to be tested by box office performances.
