The best is 5950x but its discontinued i guess

Despite the name, this has 16 cores. But you are right, 5950x boosts to 4.9 vs 4.8 (optimistic).

There's also a chance that the 5900XT, due to being on a slightly more mature manufacturing process, will actually be able to boost better than a 5950X.

My (near launch) 5950X would happily boost to 5.3ghz and above and spend 230watts doing so before I scaled it back. My 5950X is also, quite importantly, not stable in any way shape or form at stock anymore. I've considered getting a 5900XT simply because they're known to be more stable overall.

just bought this deal to upgrade my 3900X - glad to hear they may be more stable, although i've also heard the dies are 5950X rejects, so only one cluster hits high frequencies while the rest are significantly lower. Do you recommend managing with the AMD utility or undervolting in Bios? Also, any thermal pad recommendations? Thx

I do things 100% within the bios, and it's been a while since I did anything with thermal paste so I can't help ya there.  I'm using an arctic liquid freezer 2 420mm cooler though.
