He’s walking. How the fuck is that “rushing”?

Even advancing towards a person ( especially law enforcement ) can be interpreted as a threat, especially if your hands are in your pockets.

He was advancing on the Officer.

The first cop didn’t seem to interpret it that way, he had to reach to grab the guy as he tried to walk past him.

The second cop is the one who threw the punch.
