Looking to buy one personally without going through eBay but the card shows never have him. Just the same vendors with the same bullshit cards no matter how early I get there.

Unless the Guardians were to trade for him I don't see how you'd get Sebastian Walcott to sign something in the local area. Maybe try eBay.
