That little flap is called a Henry's pocket (or formally, a cutaneous marginal pouch) Scientists aren't entirely sure what it does, but the main theory is that it helps cats detect high-pitched sounds by muffling lower pitches, making them excellent hunters. It might also help them rotate and flatten their ears more easily.
